In 2012, HYBETA held its first meeting with the State Agency for Real Estate and Construction Management (LBB), and beginning in 2013, HYBETA participated in this construction project as a technical expert for the USACE (United States Army Corps of Engineers).

From 2013 to 2021, Dr. Julia Okpara-Hofmann (specialist in hygiene and environmental medicine, hygienic-medical management, M.B.B.S., M.D.) and HYBETA’s construction hygiene team provided ongoing consultation on all matters related to construction hygiene and the hygiene of ventilation and air-conditioning systems in accordance with German laws and regulations on infection control. Finally, in October 2021, the Kaiserslautern Public Health Department confirmed that all hygiene-related approvals had been granted in accordance with the State Ordinance on Hygiene and Infection Control in Medical Facilities (MedHygRLP) for Rhineland-Palatinate. Finally, in December 2021, the German authorities issued the building permit.

Upon the issuance of this final approval, the USACE congratulated and thanked the HYBETA team for their fantastic teamwork and professionalism, which made a decisive contribution to this project for the USACE.

The military hospital will serve as an evacuation and treatment center for injured U.S. service members, civilians, and contractors deployed in Central and Southwest Asia, Europe, and Africa. The 985,000-square-meter hospital will include nine operating rooms, 120 examination rooms, and 68 beds, with capacity for 25 additional beds. Construction is expected to be completed by the end of 2027.
