THE CONSUL GENERAL’S ADDRESS: A STRATEGIC AGREEMENT BRIDGING INNOVATION AND REGULATION

During his authoritative speech, Consul General Choi Taeho expressed profound gratitude to the President of KoTHEA, Kijoon Shim, and the CEO of ECM, Luca Bedonni, and extended his thanks to the representatives of the Emilia-Romagna Region, the Metropolitan City of Bologna, and the Municipality of Valsamoggia for their collaborative efforts in achieving this major milestone.

The core of the Consul’s address focused on the rapid transformation of the global healthcare market, driven by the integration of artificial intelligence and digital technologies—a technological revolution moving hand in hand with evolving regulatory frameworks. The Consul noted that the expiration of the transitional period for the European Medical Device Regulation (MDR), set precisely for May 2026, represents a crucial moment: a genuine “golden opportunity” to redefine market access strategies for Europe.

In this context, the agreement signed with ECM takes on extraordinary value. According to the Consul, the agreement goes far beyond simple certification support: it provides Korean companies with the strategic foundations to act proactively and with preparedness in the face of strict European regulatory changes, thereby securing Korea’s competitive position in Europe.

A CONCRETE BRIDGE BETWEEN TWO SYSTEMS OF EXCELLENCE

The choice of ECM as a strategic partner is rooted in a solid history of cooperation. The Consul recalled how the Valsamoggia-based certification body had already laid the groundwork for a strong collaboration with Korea in September 2023 through its partnership with KTC (Korea Testing Certification Institute). The new agreement with KoTHEA further consolidates and strengthens this industrial partnership within the healthcare sector.

Furthermore, Choi Taeho highlighted the profound political significance of the agreement, which represents the concrete implementation of the strategic cooperation in advanced technologies and AI promoted and emphasized by the leaders of both countries during Italian Prime Minister Giorgia Meloni’s visit to Korea in January 2026.

Korean companies are demonstrating extraordinary innovative capabilities in the fields of digital health, medical AI, wearable devices, and beauty tech. However, as the European market demands rigorous safety standards, data reliability, and full regulatory compliance, the MoU will serve as a valuable and practical guide for these businesses.

FROM INSTITUTIONS TO LOCAL COMMUNITIES: FUTURE COOPERATION

In the concluding remarks of his speech, the Consul General paid tribute to the host region, highlighting that Emilia-Romagna—where the ECM headquarters is located—is one of Europe’s most competitive industrial regions in the manufacturing, mechatronics, and bio-health sectors.

The hope of the institutions is that the meeting and the signing of the Memorandum will not be limited solely to companies in the medical sector, but will serve as a driving force to expand and intensify cultural, economic, and governance exchanges between the local authorities of both nations, cementing concrete results and a deep relationship of mutual trust over time.
